The eight page pamphlet below, addressed specifically against a proposed Jr. ROTC program at Jamaica High School, methodically rebuts the arguments presented in support of the proposal. It makes reference to the recently (August 27, 1928) signed and still (in 2007) in effect Kellogg - Briand Pact by which 62 countries, including the United States, agreed that they would renounce "war as an instrument of national policy."
